Holiday & Winter Closure 2015–16

Human Resource Services would like to remind you that the university will be closed from Friday, December 25, 2015 to Friday, January 1, 2016. The university will resume regular hours on Monday, January 4, 2016. T4 Consent – 2016

Reminder, if you have not already consented to receive your tax slips on line, please do so now. It only takes a minute.

1. Log into Bear Tracks at https://www.beartracks.ualberta.ca with your CCID and password. If you have trouble logging into Bear Tracks, please contact the IST Helpdesk at 492-9400 or ist.ualberta.ca.

2. On the Employees menu, click Tax Slip Consent.

3. Click the Grant Consent button. (Note: You only need to do this once and consent will apply to the current and future years.)

Tax Changes

The Federal Basic Tax Amount has been increased from $11,327 to $11,474. The Provincial Basic Tax Amount has been increased from $18,214 to $18,451. If you have non‐basic tax exemptions, please submit an updated 2016 TD1 Personal Tax Credits Form and if necessary, a 2016 TD1 Provincial Tax Credits form from the Canada Revenue Agency website.

Changes to Offer of Employment Process for LMIA Exempt Foreign Visitors

As of November 21, 2015, Citizenship and Immigration Canada (CIC) no longer accepts the IMM 5802 and the Employer Compliance Fee payment receipt from foreign nationals applying for a work permit. If you have foreign nationals who received these documents and did not apply for their work permit prior to November 21, 2015, you will need to take the following action:

Updates to Support Staff Prescription Drug Plan - Effective January 1, 2016

The Support Staff Benefits Committee has approved a number of prescription drug plan design changes that will be effective January 1, 2016. These include prior authorization for speciality drug therapies and changes to non-specialty drugs, maintenance mediations and over-the-counter products. This will affect all salaried support staff who use prescription drug plan benefits within the Support Staff Benefits Plan. Support Staff: Spending Account Allocations

On January 1, 2016, eligible support staff members will receive a total allocation of $1,250 to divide between their Health Spending Account (HSA) and Personal Spending Account (PSA). Beginning November 2, 2015 staff will be invited via email to allocate the $1,250 between their two spending accounts before the open enrollment window closes on December 1, 2015. More information about the Personal Spending Account or Health Spending account can be found on the HRS website. You can also contact your Pension & Benefits Advisor if you or staff in your area have any questions.

Alberta Personal Tax Rate Changes – Effective October 1, 2015

Five new personal tax brackets were implemented on October 1, 2015 which may result in an increase to income tax deducted for employees with taxable income higher than $125,000 annually. The new rates will be reflected starting the October 31, 2015 pay.

Celebration of Service Letters

The Celebration of Service will be held on November 27, 2015 to recognize all University of Alberta Faculty and Staff who have service dates reflecting 25, 30, 35, 40 or 45 years of service within the 2015 calendar year. Please note that this year’s honorees may include retirees, individuals on leave or individuals whose positions have been disrupted. Our list may also include anyone who was inadvertently missed from the celebration last year. Letters listing this year’s honorees will be sent to departments in the coming weeks. As we shared previously, Monday, October 5th, 2015 is launch day for the new Foreign Visitor Category Assessment (FVCA) web application interface. As of Friday, October 2, we will no longer accept or review FVCAs sent to the immigration services inbox.

Permanent Residents Entering or Re-entering Canada

As of March 15, 2016, Canadian permanent residents may not be permitted to enter Canada without carrying either a valid permanent resident card or a valid permanent resident travel document.

New Immigration Documentation Requirements

Historically, only citizens of certain countries required a temporary resident visa (TRV) to enter Canada. It will soon become mandatory for most foreign nationals to have either an electronic travel authorization (eTA) or a TRV before entering Canada for any reason.

In our continuous effort to improve efficiencies and service, on Monday, October 5th, Immigration Services will move forward with a new Foreign Visitor Category Assessment (FVCA) form. The new FVCA will allow for accurate and timely assessment and minimize the chance of errors that result in additional work, extending turnaround time.

Increase to Minimum Wage

Starting October 1, 2015,  Alberta’s minimum wage will increase from $10.20 per hour to $11.20 per hour. Anyone that has a current appointment with rates applicable to the AB Employment Standards Code will automatically be updated in Peoplesoft to reflect the increase. Foreign Nationals Travelling Over the Winter Break

While winter break seems far off, in immigration time it's just around the corner! Foreign nationals whose immigration status will expire in the next few months will need to factor in Citizenship and Immigration Canada’s current 112 day processing time for a work permit. Any foreign national travelling over the holidays will need to have their work permit (or study permit) in hand prior to departure.

Immigration Caveat Added to Academic Appointment Templates

Academic appointment letter templates in the HRS Forms Cabinet have been revised to now include the immigration caveat. Departments will no longer be required to insert the caveat for all non-Canadians (work permit and Permanent Residents) and instead the caveat will be included on all letters automatically.

New AEGS Salary Scales - Effective September 1, 2015

Previously published 2015-16 salary scales for the Academically Employed Graduate Students (AEGS) collective agreement have been modified to correspond with the recent government decision to roll back planned tuition increases. In the previously published 2015-16 salary scales, both the salary and award components of the stipend were increased. However, in the revised 2015-16 salary scales, the Award portion of the stipend will remain the same as the 2014-15 award rate and the salary portion of the stipend increases to achieve an overall increase of 1.5%.

WCB Forms Change

To be consistent with WCB practices, effective immediately, HRS will use the WCB version of the Employer Report of Injury and Worker Report of Injury forms. These forms can be found in the HRS forms cabinet and on the HRS website at www.hrs.ualberta.ca/wcb.

Department ID Changing to 6 Digits

Effective July 1, 2015 the University will change the process of how departments are numbered within the Peoplesoft HCM. Department numbers within the HCM will now be six digits, using the same number as the Financials system.

Workshop: Mental Health First Aid

Similar to physical first aid training, Mental Health First Aid provides instruction to individuals, and aids in developing their ability and confidence to offer basic first line mental health first aid to others when required. This session is offered to faculty and staff who have regular and ongoing dealings with staff and students.

Leave Replacements No Longer Require a New Position Number

Compensation, Job Design and Recruitment Services (CJD&R) has made changes to the leave replacement process. Many position types/categories no longer require a new position number for leave replacements.

Attaching Signed Appointment Letters

Just a reminder that signed appointment letters are needed for appointments to be processed in HCM. When submitting paper Pay Action Forms (PAFs), please attach the signed appointment letter. When submitting electronic Pay Action Forms (ePAFs), please attach a scanned copy of the signed appointment letter. If you have any questions regarding this process, please contact either your Employment Advisor or employmentservices@ualberta.ca.

SOTS & TRAS Now Have Position Numbers

Effective immediately, Compensation, Job Design and Recruitment Services (CJD&R) will be assigning position numbers for new and vacant positions under the Sessional & Other Temporary Staff (SOTS) for positions 12 months or greater in duration and Trust/Research Academic Staff (TRAS) agreements, 4 months in duration or greater.

Managing Staff Vacation Balances

Timely utilization of vacation by employees is an integral component of maintaining work life balance. It also reduces the impact of overly long vacations, large payouts and it reduces the University’s overall vacation liability. To meet these goals the University of Alberta is committed to the principle that vacation time should be utilized by its employees on an annual basis. Human Resource Services supports this principle by providing guidance and support to Faculties and Departments on vacation management and advises them on how to eliminate all substantial vacation balances in excess of one year’s accrual.

2015-16 NASA Collective Agreement

Please note that, by way of a Memorandum of Settlement, ratified by the parties on May 8, 2015, the terms and conditions of the 2012-15 Collective Agreement have been renewed without change for a one-year term ending on March 31, 2016.

Recurring Term and Sessional Staff: Continuing Benefit Coverage

Payroll and Benefit Services has updated the recurring term and sessional staff benefit coverage process. In the past​,​ a letter and leave directive form were mailed to the home address of the recurring term or sessional staff employee. The employee was asked to complete the paper form and mail it to Human Resource Services in order to continue benefit coverage.

Starting May 1, the University of Alberta will move to Spring/Summer hours. For employees with a regularly scheduled work day, 8:30 a.m. to 4:30 p.m., the Spring/Summer hours will be 8 a.m. to 4 p.m. The university will return to Fall/Winter hours on September 1.

Campus Farewell Event

President Samarasekera is hosting a campus farewell event on Friday, May 8, 2015. This event is a token of appreciation for the contributions and accomplishments of all staff and students on campus during her ten years at the University of Alberta. The Office of the President hopes that your department will be able to make arrangements to allow many of your staff to attend.

Benefit Rate Changes Effective April 1, 2015

Effective April 1, 2015, the premium for Optional Dependent Life Insurance will increase. The employer paid monthly premium rates for the Supplemental Health Care, Dental, Life Insurance, Long-Term Disability, and Employee Family Assistance Program will also change to reflect the increase or decrease in cost. For more information about the changes, please view the Academic Benefit Rate Change or the Support Staff Benefit Rate Change documents that show the premium rate changes or visit the recently updated Benefit Costs webpages on the Human Resource Services website. Equity Diversity Inclusion (EDI) Week is taking place March 23 to 27, 2015. Voluntary 5-Day Personal Leave Plan 2015-16

The Voluntary 5-Day Personal Leave Plan is open for 2015-16. The plan offers the opportunity for eligible employees to take additional leave while producing a cost savings to individual departments or units. Employees who participate in the plan apply for five days of leave without pay and have the cost of the leave deducted in equal installments over the twelve month plan period beginning in July 1 and ending June 30. Employees who wish to participate need to submit an application to their supervisor or department head for approval by April 30, 2015. As announced on February 9, the Semi-Monthly pay period March 16 to 31 has been adjusted to align with the Fiscal Year end as follows. The Smart Form deadline has changed from March 30, 2015 to March 27, 2015. The Time sheet deadline has changed from April 1, 2015 to March 31, 2015. The Pay confirm deadline has changed from April 7, 2015 to April 2, 2015.

Clearing the Suspense Account

Tax Slips: 2014 Update


Payroll & Benefit Services has several tax related updates such as tax slip availability, information about payments that are included in the 2014 T4, and a reminder about the Personal Spending Account.

T2200 - Should You Sign?

Employees, particularly academic staff, may ask you to sign a completed T2200 income tax form which allows them to declare expenses that relate to the terms and conditions of employment that are not reimbursed by an employer (e.g., home office, cell phone, travel expenses).

Changes to Support Staff Disclosure Reporting Process

Support Staff with financial duties (e.g. purchasing), responsibility for hiring, and/or research responsibilities are required annually to complete a Conflict of Interest and Conflict of Commitment Disclosure Report. For the past few years this process was managed using an online application called E-COI. Based on feedback from users and in-depth review of the online application and its functionality, the application has been discontinued.
