Canada Pension Plan (CPP) and Employment Insurance (EI) Deductions

HRS would like to remind you that contributions to CPP and EI will recommence on January 1, 2017 for those who had reached the 2016 maximum contribution amounts. These statutory deductions will continue until you have reached the yearly maximum contribution amounts for 2017. For 2017 the CPP employee limit is $2, 563 and EI employee limit is $836.19.

A reminder for those who have not signed up for direct deposit: there will be no cheque pick-up from Monday, December 26 to Monday, January 2. Pay day will be on December 23 for semi-monthly staff and December 29 for monthly staff, so the next available cheque pick-up day will be Tuesday, January 3, 2017.

Appointment Dates: Moving from Support Staff to Academic or Vice Versa

If an employee is moving from a support staff position into an academic position or vice versa, Human Resource Services recommends that you begin the new appointment on either the 1st or the 16th of the month if possible. This timing aligns with the semi-monthly pay period and helps to ensure a smooth transition.

2017 Tax Changes

The Federal Basic Tax Amount has been increased from $11,474 to $11,635. The Provincial Basic Tax Amount has been increased from $18,451 to $18,690. Additionally, education and text book credits have been eliminated from the Federal TD1.

Support Staff Lump Sum Payment

Support Staff lump sum payments have been processed through direct deposit for the pay date of December 9, 2016. Support Staff who are actively employed by the University of Alberta on November 1, 2016 will receive a one-time payment of 1.5% of base earnings subject to statutory deductions.

Enhancements to Sun life Mobile App: Send documents via App

Sun Life is introducing a new feature on its mobile App. In addition to emailing, faxing and mailing requested supporting documents for a claim, members can now take a picture of the requested document and send it to Sun Life via their mobile App. For more information on how to use this new feature on the app please read the attached Focus Update.

Outage Notice: PeopleSoft HCM, Campus Solutions, Financials, and Bear Tracks

To allow for the PeopleSoft HCM Upgrade, PeopleSoft HCM, Campus Solutions, Financials, and Bear Tracks will not be available to staff or students from Wednesday, November 9, 2016 to Sunday, November 13, 2016. Service is expected to resume on Monday, November 14, 2016.

eForms Contingency Plan

As part of the upgrade of Peoplesoft HCM from version 9.0 to 9.2, all Pay Action Forms (PAFs) and Smart Forms will be replaced by eForms. While the eForms are being finalized, HRS has developed new forms as an interim measure to administer and process transactions related to pay actions (e.g. employee hire, changes and termination actions).

Support Staff: Spending Account Allocations

On January 1, 2017, eligible support staff members will receive an a total of $1,250 divided between their Health Spending Account (HSA) and Personal Spending Account (PSA). From October 24 to November 30, 2016 staff will be invited via email to allocate the $1,250 between their two spending accounts.

Support Temporary Job Codes No Longer Available

Effective November 1, 2016, temporary job codes will no longer be available for use in HCM 9.2. On a go forward basis, when hiring Casual (I, II & Students) and Auxiliary hourly employees, departments will be required to choose the corresponding job code for the type of work performed, the grade level and hours of work per week.

Smart Form Deadline is October 28, 2016

The deadline to have all Smart Forms approved and submitted to HRS for final processing is October 28, 2016. This is a firm deadline, necessary to ensure that forms can be loaded before the old Smart Forms are taken offline.

Travel Documents for Dual Canadian Citizens Flying to Canada

Starting November 10, 2016, individuals who hold dual citizenship (with Canada and another country) will no longer be able to use their foreign passport to enter or re-enter Canada by air*. Instead, they must show proof of Canadian citizenship.

Mandatory Immigration Documentation Requirement Update

We recently communicated that as of September 29, 2016, Immigration, Refugees and Citizenship Canada (IRCC) will make it mandatory for foreign nationals to hold valid electronic travel authorizations (eTA's) or visitor visas (TRV's) before entering or re-entering Canada. IRCC has extended that date to November 9, 2016.

Sun Life, the University's academic and support staff benefits provider, has introduced a new travel assistance provider. Effective October 3, 2016, Allianz Global Assistance will be the provider of emergency out-of-country and out-of-province travel assistance services.

RAD Training Session

Increase to Minimum Wage

Starting October 1, 2016, Alberta’s minimum wage will increase from $11.20 per hour to $12.20 per hour. Anyone that has a current appointment with rates applicable to the AB Employment Standards Code will automatically be updated in Peoplesoft to reflect the increase. As this is a work in progress, please do not use 2015 or 2016 salary amounts currently in Peoplesoft HCM as they are subject to change as we work through the process. We will also be applying the July 1, 2016 ATB for active appointments in HCM.

Compensation Disclosure: How will it impact you?

On December 11, 2015, the Alberta government’s Public Sector Compensation Transparency Act (2015) came into effect. This Act requires that the University of Alberta disclose the name, position, compensation, non-monetary benefits and severance for all employees whose total 2015 remuneration plus severance exceeds a threshold of $125,000. HR Process Changes for Special Sessions Hires

Further to the communication sent out last week by Special Sessions (Registrar's Office), the funding reimbursement and the hiring processes for Special Sessions courses are now separate. The current Special Sessions Pay Action Form (PAF) will no longer be used and Departments must hire employees for Special Sessions courses in the same way they would hire employees for non-Special Sessions courses.

As we have shared previously, the 2016-17 Personal Leave Plan for Support Staff has been cancelled. Any applications from support staff that have already been received by HRS will not be processed for July 1, 2016.

Represent the U of A at the 2016 Corporate Challenge

Each year, the University participates alongside fellow post-secondary institutions in the Edmonton Corporate Challenge - a two-week sport and recreation event open to Edmonton and area companies, that focuses on participation, sportsmanship, team building and fun. The games are a great way to foster employee engagement, interaction, teamwork, morale and health and wellness through physical activity and company spirit events. The University's Corporate Challenge committee is currently looking for interested individuals from the campus community to represent the U of A through volunteering, participating in spirit activities and sporting events, spreading the word, and supporting their colleagues. Excellence in Leadership and Excellence in Learning Support Awards

The University of Alberta is fortunate to have dedicated Faculty and Staff who regularly make valuable contributions to our vibrant and supportive learning environment. Voluntary Personal Leave Plan Cancelled for Support Staff

Since 2011, the University has publicly offered the voluntary Personal Leave Plan (PLP) annually to support staff and academic staff. Eligible employees who participate in this voluntary program apply for five days of leave without pay and have the cost of the leave deducted in equal installments over the twelve month plan period beginning in July 1 and ending June 30. All leave days are tracked by the employee's department or unit and must be taken within the plan period.

During this round of negotiations, the NASA bargaining team raised concerns with the University's administration of the PLP program. This was a surprise to the University given NASA has not formally raised any concerns with this voluntary program over the past 5 years. Given the late date these concerns were raised, regrettably, the parties were unable to resolve the issue and, as a result, the PLP program for 2016/17 is cancelled. As the University is currently in negotiations with NASA, we are unfortunately limited in our ability to provide a more comprehensive response to support staff on the reasons resolution was not reached.

NASA employees who are interested in a leave of absence without pay (under Article 22.01 - Part A, Article 11.01 - Part B and Article 16.01 - Part C) can inquire directly with their supervisor or their Human Resource Services contact.

You may have received a communication from Special Sessions (Registrar's Office) about process changes for reimbursement funding for Spring 2016 onward. HRS will be sharing our own changes to the hiring process for Special Sessions, which will make a full transition for Fall 2016. Voluntary 5-Day Personal Leave Plan 2016-17

The Voluntary 5-Day Personal Leave Plan is open for 2016-2017. The plan offers the opportunity for eligible employees to take additional leave while producing a cost savings to individual departments or units. Employees who participate in the plan apply for five days of leave without pay and have the cost of the leave deducted in equal instalments over the twelve month plan period beginning in July 1 and ending June 30. Employees who wish to participate should submit an application to their supervisor or department head for approval by April 29, 2016. ePAFs now accept TRAS Position Numbers

Since June 2015, position numbers have been assigned for new and vacant positions under the Sessional & Other Temporary Staff (SOTS) for positions 12 months or greater in duration and Trust/Research Academic Staff (TRAS) agreements, 4 months in duration or greater.

TRAS appointments should now be completed and submitted via Smart Forms (ePAFs) using the position number assigned by Job and Organizational Design (JOD). (SOTS) appointments should continue to be completed and submitted via Smart Forms (ePAFs) using the position number assigned by JOD. If a paper PAF is used, please clearly indicate the position number assigned by JOD. On-line Tax Slips Available February 22

The 2015 tax slips (T4, T4A) for current and former employees will be available on-line in Bear Tracks on February 22, 2016. All employees with a CCID must have consented to receive their tax slips on-line in order to access the tax slips in Bear Tracks. Employees who have not yet consented to receive on-line tax slips will have a paper tax slip mailed to the address on file by the end of February 2016. Graduate Student Tuition Payroll Deduction Error

Due to an unforeseen batch processing error, the outstanding Winter 2016 term graduate tuition and fees as of January 31, 2016 were not deducted from February 10, 2016 pay cheques for Graduate Teaching and Research Assistants. To adjust for this error, outstanding Winter 2016 tuition and fees will be deducted in five equal installments over the five remaining pay cheques in the term.

Electronic Travel Authorization (eTA) - Foreign Nationals Flying into Canada

Immigration, Refugees and Citizenship Canada (IRCC) have introduced a new electronic travel authorization (eTA). Starting March 15, 2016, foreign nationals from countries who did not previously need authorization (visas) to fly to Canada by air will now need an electronic travel authorization (eTA). This includes those who hold a work or study permit issued prior to August 1, 2015, those who do not hold visa, visitors to the university, and American Green Card holders.
