Receiving a Receipt for the Employer Compliance Fee

When we process a Foreign Visitor Category Assessment form, we pay the Employer Compliance Fee. We then send a receipt to the originator of the form and the department HR contact, and at a later date charge this amount to the speed code identified on the form. When the originator of the form receives our receipt for Employer Compliance Fee, they should ensure that a copy is forwarded to the individual in a department responsible for financial matters. This ensures the financial person is aware of the nature of the expense when their speed code is charged. If requesting a receipt for the Employer Compliance Fee, please check with the originator of the form or the Human Resource Contact for the department before contacting Immigration Services. When Staff are Injured at Work

Winter is upon us! Are you aware of what to do if an employee slips and falls or is injured at work? Whether or not time is lost due to injury, both the supervisor and staff member are responsible to report the incident or injury within 72 hours to the WCB. Find more information on WCB processes and links to forms on our WCB Reporting web page. WCB and Homewood Health partner to support staff in their recovery while the Return to Work Consultants facilitate the return to work when an injury has resulted in a time loss from work, or there is a need for modification as result of the injury. Support Staff: Spending Account Allocations

On January 1, 2018, eligible support staff members will receive a total allocation of $1,250 to divide between their Health Spending Account (HSA) and Personal Spending Account (PSA). Beginning October 20, 2017 staff will be invited via email to allocate the $1,250 between their two spending accounts before the enrollment window closes on November 20, 2017.

Postdoctoral Fellow Status Changes

The passing of Bill 7 has amended the Post-Secondary Learning Act to recognize Postdoctoral Fellows (PDFs) employed by post-secondary institutions in Alberta as employees and subject to provisions within Section 9.1 of the Alberta Labour Relations Code. This includes representation by a bargaining agent with the rights and remedies granted to unions under the Code. Additionally, earnings from PDF appointments that are categorized as 'employee' will be subject to both CPP and EI, with contributions required from both the PDF and the University. The Recurring Term - Commence Inactive PeriodRecurring Term - Return to Duty from Inactive Period and Leave Without Pay Approval forms that pertain to Support Staff have been updated and can be found in the HRS forms Cabinet. Please use these updated forms when commencing the inactive period of a recurring term appointment, notifying recurring staff of a return to duty from an inactive period, or approving a leave without pay request. Renewing Work Permit Before Travelling Over Winter Break

To avoid possible disruption of employment and/or travel during the winter break, individuals holding work permits should be directed to plan ahead to ensure that their permits remain up-to-date. Immigration, Refugees and Citizenship Canada’s (IRCC) current processing time for on-line renewal of work permits is 84 calendar days. Contact immigration.services@ualberta.ca for more information.

The file format of the Position Information Form (PIF) has been changed and there is no longer a need to include combo codes (speed codes) with the form, however HRS processes related to position creation or updating remain the same.

Update to Academic Agreements

The APO Agreement, Faculty Agreement, FSO Agreement, Librarian Agreement, and Trust/Research Academic Staff Agreement have been updated to reflect changes that were ratified in prior negotiations. This includes changes to copyright, ¼ step increments, collective bargaining, and arbitration. The agreements can be found at http://www.hrs.ualberta.ca/Agreements.

New Job Codes for GTA and GRA

In order to accurately reflect the Graduate Teaching Assistant (GTA) and Graduate Research Assistant (GRA) classifications, we are implementing new job codes effective September 1, 2017. HRS will work with departments that have already submitted eForms/Pay Action Forms for September 1 appointments to update the records with the appropriate job codes.

Increase to Minimum Wage

Starting October 1, 2017, Alberta’s minimum wage will increase from $12.20 per hour to $13.60 per hour. Anyone that has a current appointment with rates applicable to the AB Employment Standards Code will automatically be updated in Peoplesoft to reflect the increase.

Using Job Match When Considering Foreign Nationals

As of August 28, 2017 there will be an additional step when considering foreign nationals for high-wage non-faculty positions. A new rating system called Job Match will match job seekers registered in the Canada Job Bank with advertised positions, and employers will be required to invite candidates who have a certain number of stars in relation to the position.

On the first day of September the University of Alberta switches from spring/summer hours to fall/winter hours. Employees working regularly scheduled spring/summer hours of 8:00 am to 4:00 pm will switch to working fall/winter hours of 8:30 am to 4:30 pm.

Healthcare Service Provider Delisting

When Sun Life places healthcare service providers, clinics, facilities or medical suppliers on their "delisted providers" list they no longer process or pay for claims for services or supplies obtained from these providers. We encourage you to check the list periodically so that you don't unknowingly use a delist provider, which would result in your claim being declined.

Mental Health First Aid Workshop

Mental Health First Aid (MHFA) is the help given to someone developing a mental health problem or in the midst of a mental health crisis. The course is intended for staff members who, in their current role, have regular and ongoing dealings with staff and students. Each participant will receive a resource manual and, on completion of the training, a certificate.

Salary and Benefit Adjustment Procedure Update

Recent audits have raised serious concerns about how Salary and Benefit Adjustments (SBA) are being used. To ensure financial statements and claims are correctly stated for research projects, the use of SBA's will be restricted to salary expenditure paid within the current fiscal year starting July 31, 2017.

Non-Academic Staff Association Breakfast

NASA’s annual membership breakfast will take place on Wednesday, July 26, 2017, from 6:30 am to 11:00 am in Quad. NASA has asked that the university support this event by enabling members to participate. We encourage managers to be as flexible as possible in allowing staff to attend while ensuring that the various functions of each area are available.

Employee and Family Assistance Program (EFAP) Awareness Survey

In an effort to ensure we are communicating information about the programs and services provided in the Employee and Family Assistance Program (EFAP) as effectively as possible, Human Resource Services has contracted with Leger Research to conduct a survey to get input  from faculty and staff. The survey is intended to determine awareness, perceptions and experiences as well as to gain an understanding of the barriers to using the program. Voluntary 5-Day Personal Leave Plan for Academic Staff

The Voluntary 5-Day Personal Leave Plan for 2017-2018 is now open for eligible academic staff. To apply to participate, eligible academic staff should complete and submit an application form to their supervisor or department head for approval by June 16, 2017. Vacation Carryover for Support Staff

There has been a change in the definition of vacation carryover for support staff. Going forward, vacation accrued by an employee in one year is for use in the next - it is not considered carryover. Vacation carryover exists only if an employee has not used their full annual vacation allotment in the year following the accrual. This does not preclude an employee from taking vacation in the year that it is accrued.

Extension of Probation for Non-academic Employees

In accordance with the NASA/University of Alberta collective agreements, an employee’s probationary period can be extended for a specified period of time when the employee has not fully demonstrated competence in assigned job duties and required behaviours. An extension may be granted where the supervisor has discussed and documented concerns related to the employee’s performance, skills, attendance and general conduct.

Partnership with the Canadian Centre for Diversity and Inclusion

Human Resource Services is pleased to announce an institutional partnership with the Canadian Centre for Diversity and Inclusion (CCDI) to assist with meeting "For the Public Good" objectives related to fostering equitable, diverse and inclusive workplaces. Our partnership will allow University of Alberta employees to register for monthly webinars and other educational opportunities on a variety of diversity and inclusion topics and have unlimited access to the Knowledge Repository, a collection of 600+ diversity and inclusion documents, reports, toolkits, templates, etc. geared towards the Canadian context.

Spring/Summer hours begin on May 1, 2017 at the University of Alberta. Employees with a regularly scheduled workday of 8:30 am to 4:30 pm will change to 8:00 am to 4:00 pm. The university will return to Fall/Winter hours on September 1, 2017.

Processing Overload Teaching

Full-time faculty or full-time Contract Academic Staff: Teaching (CAST) members who teach additional courses on top of their regular responsibilities must be paid for the overload teaching as a salary supplement instead of creating a separate CAST contract. The salary supplement must be used regardless of whether or not the overload teaching occurs in their home department.

Fiscal year-end posting deadlines will affect how Salary and Benefits Adjustments are processed. Adjustments completed between April 1-6, 2017 will be posted to the previous fiscal year. Transactions for the new fiscal year cannot be processed until after April 6, 2017.

Update on eForms

The PeopleSoft HCM 9.2 upgrade project team has been working hard to complete the first round of testing of the new eForms, but ran into a number of issues. This resulted in delayed redeployment of eForms. In response, the team has changed its approach and refocused resources to allow them to make better progress. A revised schedule for eForms has now been developed; the new go live date is Tuesday, May 23, 2017.

On-line Tax Slips Available February 17

The 2016 tax slips (T4, T4A) for current and former employees will be available on-line through Employee Self Service via Bear Tracks on February 17, 2017. All employees with a CCID must have consented to receive their tax slips on-line in order to access the tax slips online in Bear Tracks. Employees who have not yet consented to receive on-line tax slips will have a paper tax slip mailed to the address on file by the end of February 2017.

Ensuring Individuals are Enrolled in Direct Deposit

Without direct deposit information payments such as salary, honorariums, or graduate scholarships are issued in the form of a cheque held for pickup at Human Resource Services. Ensure new employees and students who are receiving their first payments are paid via direct deposit by submitting an Electronic Banking/Direct Deposit Form along with a Pay Action Form before the monthly or bi-monthly cutoff.

While we had anticipated Shortened Processing Times for Semi Monthly Pay for February 1-15, it has been necessary to move the pay action forms deadline for the February 1-15 pay period from Friday, February 10 to Thursday February 9th. The pay period schedules on the Pay Administration web page have been updated to reflect this change. Please send all applicable pay action forms by Thursday, February 9th to ensure time entry is completed.

Shortened Processing Times for Semi-Monthly Pay Feb. 1-15
